National Defense Administration of Morocco

The Administration of National Defense () is a governmental body in Morocco responsible for the administrative, financial, and logistical management of national defense.

Unlike many countries, Morocco does not maintain a conventional Ministry of Defense. Defense affairs fall under the authority of the King of Morocco, who serves as Supreme Commander of the Royal Armed Forces. Within this framework, the Administration of National Defense ensures the civilian and administrative coordination of defense-related policies.

The administration operates under the authority of the Head of Government and is overseen by a minister delegate responsible for defense administration, a position held by Abdellatif Loudiyi since 2010.

Functions

The Administration of National Defense is responsible for:

  • managing administrative and logistical aspects of defense policy;
  • overseeing personnel and human resources within defense-related structures;
  • coordinating with governmental institutions on defense matters;
  • preparing and implementing defense-related budgets;
  • supervising procurement, infrastructure, and logistical systems;
  • ensuring the execution of administrative policies related to national defense.

Role within the political system

Morocco's defense system is characterized by a centralized structure in which the King holds primary authority over military affairs. The Administration of National Defense plays a supporting role by handling administrative and organizational functions.

It acts as an interface between civilian government institutions and military structures, facilitating coordination without exercising operational military command.

Organization

The administration is composed of several departments responsible for:

  • human resources;
  • finance and budgeting;
  • logistics and infrastructure;
  • legal and administrative affairs.

It works in coordination with the Royal Armed Forces and other state institutions.
