Ministry of Industry and Trade (Morocco)

The Ministry of Industry and Trade is the ministry of the Moroccan government responsible for the preparation and implementation of the state's policy in the fields of industry and trade. It is involved in the development of industrial policies, the regulation of commercial activities, industrial standardization, as well as the management of industrial and commercial property rights.

The ministry is headquartered in Rabat. Since 2024, the Minister of Industry and Trade has been Ryad Mezzour.

History

Responsibilities relating to industry and trade were incorporated into the Moroccan governmental structure from the first post-independence governments beginning in 1955. Over the following decades, the administrative organization responsible for industry and trade underwent several restructurings linked to government reorganizations and changes in economic policy.

The portfolio was expanded in 2007 to include new technologies, leading to the creation of the Ministry of Industry, Trade and New Technologies.

Following a government reshuffle in 2019, it was renamed the Ministry of Industry, Trade and Green and Digital Economy.

In 2021, it became the Ministry of Industry and Trade following a new reorganization of the government structure.

Responsibilities

The Ministry of Industry and Trade is responsible for designing and implementing government policy in the sectors under its jurisdiction.

Its main responsibilities include:

  • the development and implementation of industrial policy;
  • the regulation and supervision of commercial activities;
  • the promotion of product standardization and quality;
  • the management of industrial and commercial property;
  • coordination with public institutions under its supervision.

Organization

The Ministry of Industry and Trade comprises a central administration and a network of decentralized services responsible for implementing the ministry’s policy at the territorial level.

Delegations

The 29 Trade and Industry delegations represent the ministry and implement its policies at the regional level.

Agencies under supervision

Several public institutions and agencies operate under the supervision of the ministry:

  • the Digital Development Agency;
  • the Moroccan Agency for Investment and Export Development (AMDIE);
  • the Moroccan Agency for Energy Efficiency;
  • the Moroccan Institute for Standardization;
  • the Institut supérieur de commerce et d'administration des entreprises;
  • the Federation of Leather Industries;
  • Maroc PME;
  • the Moroccan Office of Industrial and Commercial Property.
