On October 1, 2009, the town of Kamiyà «betsu was merged into Yà «betsu; both are in Monbetsu District, Okhotsk Subprefecture.
Yà «betsu's mascots are and . They are mischievous tulip siblings who lived in the Kamiyubetsu Tulip Park.
Yà «betsu has been twinned with Whitecourt, Alberta, Canada, since 1998.
