The University of Baltistan or Baltistan University (UOBS) is an international level university in Skardu, Gilgit-Baltistan, Pakistan. It was established in 2017 with a charter by the Federal Government of Pakistan, with the goal of improving access to higher education for the people of Gilgit-Baltistan.
There are seven departments: Computer Sciences, Biological Sciences, Mathematics, Chemistry, Business Management, Educational Development, and Language and Cultural Studies.
According to its charter, University of Baltistan is a multi-campus university. Additional campuses are seeking to be established in wherever feasible.
Dr. Masood Akhtar was appointed as the Vice Chancellor of the University of Baltistan, Skardu, in 2025 for a fourâÂÂyear tenure. According to sources, the universityâÂÂs Senate forwarded three names to the Presidency for final approval; the list placed Dr. Sajid Rasheed at the top, followed by Dr. Masood Akhtar and Dr. Muhammad Naeem Khan. The Search Committee had initially shortlisted five candidates, with Dr. Muhammad Ali Shah and Dr. Tahir Khalili ranked highest; however, both later withdrew after being appointed to other universities. Dr. Masood Akhtar assumed charge of his office at the universityâÂÂs Islamabad campus before moving to Skardu. He has over three decades of experience in higher education and research and has previously held positions at Bahauddin Zakariya University and the University of Agriculture, Faisalabad.
It was also announced that Chinese lessons would be offered in order to increase trade ties with China.
Currently the main campus is situated on chumik pull, Skardu. Later it will be shifted to the riverside.
