Tsuruoka Station is served by the Uetsu Main Line, and is located kilometers from the starting point of the line at Niitsu Station.
The station has one side platform and one island platform connected to the station building by a footbridge. The station has a Midori no Madoguchi staffed ticket office, a convenience store, and coin lockers.
Tsuruoka Station opened on 21 September 1918. With the privatization of Japanese National Railways (JNR) on 1 April 1987, the station came under the control of JR East.
In the 2018 fiscal year, the station was used by an average of 1203 passengers daily (boarding passengers only),
