Manuel Ugarte Soto (1940 â 19 February 2024) was a Chilean police officer and lawyer who served as General Director of Carabineros de Chile during the periods of Eduardo Frei RuÃÂz-Tagle and Ricardo Lagos.
Manuel Ugarte Soto was born in 1940. After completing his studies at the Liceo Barros Borgoño, he entered the Carabineros School. He graduated as a second lieutenant at the age of twenty. Ugarte Soto died on February 19, 2024, at the age of 83, being one of the most questioned generals in the Institution, whether for acts of corruption or for his despotic measures against officers and personnel of the institution.
