The Higher Council for Education, Training and Scientific Research (CSEFRS) (French: Conseil supérieur de l'éducation, de la formation et de la recherche scientifique) is an independent consultative body in Morocco that provides opinions and contributes to reflection on public policies in the fields of education, training, and scientific research.
It brings together various stakeholders, including experts, representatives of the government and parliament, trade unions, parents, students, and civil society. It is currently chaired by Rahma Bourqia, who was appointed by King Mohammed VI in March 2025.
The CSEFRS was officially established following the adoption of Law No. 105.12 by the Moroccan Parliament in May 2014.
In July 2014, King Mohammed VI appointed Omar Azziman as President of the council. A total of 92 members were installed.
In May 2015, the Council published its analytical report entitled âÂÂThe Implementation of the National Charter for Education and Training (2000âÂÂ2013)âÂÂ.
In March 2020, Iman Kerkeb was appointed Secretary-General of the CSEFRS.
In November 2022, Habib El Malki was appointed by King Mohammed VI as President of the CSEFRS.
In May 2023, Aziz Kaichouh was appointed Secretary-General, succeeding Iman Kerkeb.
In March 2025, Rahma Bourqia was appointed President of the council.
The Council issues opinions and provides advice on public policies in the fields of education, training, and scientific research in Morocco.
It contributes to the evaluation of public policies and programs implemented in these fields, notably through the National Evaluation Authority.
The CSEFRS supports the relevant sectors in implementing reforms and monitoring the objective of establishing a âÂÂnew Moroccan school.âÂÂ
It produces reports, forward-looking studies, opinions, and strategic recommendations to guide the transformation of Morocco's education system.
The Council serves as a space for discussion and coordination on various issues related to education, training, and scientific research.
