The station consists of oneside platform and one island platform. The station building is adjacent to the side platform and is connected to the island platform by a footbridge. The station building is unattended.

Higashi-Matsue Station was opened as on 8 November 1908 when the line was extended from Matsue Station to Yasugi Station on the Japan Government Railways. The station was renamed on 1 April 1973. With the privatization of the Japan National Railway (JNR) on 1 April 1987, the station came under the aegis of the West Japan Railway Company (JR West).
In fiscal 2020, the station was used by an average of 69 passengers daily.
