Lincoln Cortez Velasquez (born October 27, 1991), better known by his username Cong TV, is a Filipino YouTuber, vlogger, video game livestreamer, comedian, musician and entrepreneur, notable for his wide range of comedic and relatable content on YouTube, and the founder of the content creator collective Team Payaman. He is widely regarded as one of the leading YouTube personalities in the Philippines.
Lincoln Cortez Velasquez was born on October 27, 1991, to Marlon Velasquez Sr. and Jovel Cortez Velasquez.
In 2008, Velasquez began producing and uploading videos on YouTube and Vine, initially creating short-form comedic content before transitioning to serious vlogging, which elevated his prominence. His first upload, released on December 1, was titled 'Silent Sanctuary - Rebound (MTV),' a parody of "Rebound" by the Filipino rock band Silent Sanctuary. He is signed with Tier One Entertainment, a Philippine esports and gaming-focused agency, after being discovered by its founders Alodia Gosiengfiao and Tryke Gutierrez for his potential in gaming and streaming. In 2018, he expanded into live streaming, featuring titles such as ', PUBG Mobile, ', ', and Valorant across his social media platforms.
Velasquez founded the content creator collective Team Payaman in 2015, which gained prominence during the COVID-19 pandemic. Members included his wife Viy Cortez, siblings Marlon Velasquez Jr. (Junnie Boy) and Patricia Velasquez, and childhood friends encouraged to vlog. By 2020, the group operated professionally, producing relatable YouTube content for a Filipino audience, and gained further exposure competing in the 2024 and 2025 Star Magic All-Star Basketball Games against Donny Pangilinan's team, losing both matches.
On September 25, 2024, Velasquez collaborated with American streamer IShowSpeed for the third installment of his stream in the Philippines, held as part of IShowSpeed's Southeast Asia tour.
Velasquez appeared in the 2016 Philippine television drama-fantasy series My Super D as the character Moby. Velasquez is the frontman and co-lead guitarist of the band Coln, which he founded in September 2018, coinciding with the composition of their debut track, "Baliw", which received substantial viewership on YouTube for its music video, subsequently leading to a series of live performance engagements.
Velasquez has three siblings: Venice, Marlon Jr., and Patricia, with Marlon Jr. and Patricia being YouTubers exceeding one million subscribers.
In December 2020, Velasquez and his partner, vlogger Viy Cortez, suffered a pregnancy loss. They later announced another pregnancy, and on July 5, 2022, their son Zeus Emmanuel "Kidlat" Velasquez was born. They married on June 17, 2024, at L'Annunziata Parish Church in Muntinlupa, with internet personalities including Alodia Gosiengfiao attending. Their second child, Tokyo Athena, was born a year later.
