• John C. Davie, Victoria District
• Montague William Tyrwhitt Drake, Victoria City
• Henry Havelock, Yale
• John Sebastian Helmcken, Victoria City
• Thomas Basil Humphreys, Lillooet
• David Babington Ring, Nanaimo
• John Robson, New Westminster

The governor appointed 13 more members to the legislative council.
